Leveraging Japanese Satellite Data and Financing Mechanisms to Address Social Challenges in Africa and Build Self-Sustaining Local Ecosystems
Axelspace Corporation (“Axelspace”), a developer and operator of microsatellites committed to its vision of “Space within Your Reach,” today announced it has participated in a consortium selected under the Japan Aerospace Exploration Agency (JAXA)’s Space Strategy Fund (2nd Phase) for the theme “Implementation of Satellite Data Utilization System (B): Establishing Foundations for Overseas Deployment.”
The consortium is led by General Incorporated Association Cross U, with Axelspace, Double Feather Partners, and ENKOPA Lab serving as members. Titled “Establishing a Methodology to Tackle Social Challenges in Africa through a Japan-Originated Common Platform for Satellite Data Utilization,” its joint proposal aims to advance practical and sustainable applications of satellite data across Africa.
■ Background of the Project
Africa’s population is projected to reach 2.5 billion by 2050, increasing the urgency of addressing critical challenges such as agricultural productivity, infrastructure development, and disaster resilience. Satellite data holds significant potential to help tackle these issues. However, many past initiatives have struggled to achieve sustained adoption and stable local implementation due to barriers including high upfront costs, limited technical expertise, and insufficient post-deployment support.
■ Highlights of the Project
To overcome these barriers, the project will develop and validate both a technological framework and a social implementation framework that connect local stakeholders in African nations with Japanese technology and expertise.
Rather than simply providing satellite data and analytical tools as technical infrastructure, the project will also establish the institutional and ecosystem foundations necessary for sustainable industry creation. This approach will enable African nations to continuously expand their domestic space utilization industries in partnership with Japanese technology, cultivating economically self-sustaining local ecosystems.
Technological Framework: “Common Platform for Satellite Data Utilization”
A Japan-developed platform built around local needs, enabling seamless access to and analysis of multi-source satellite datasets.
Social Implementation Framework: “Satellite Data Utilization Playbook”
A practical framework for establishing sustainable satellite data ecosystems—developing locally led governance structures, designing blended financing models, and enabling viable commercialization pathways adapted to each country’s realities.
■ Overview of the Space Strategy Fund
The Space Strategy Fund, as a hum for industry, academia, and government, is used for entrustment and subsidy from JAXA to support research and development as well as social implementation of space technology over multiple fiscal years. Led by the Cabinet Office, related ministries collaborate to promote strategic space technology development.
